The foundation doctor is a fully qualified doctor with 1 year of hospital experience who may or may not want to be a GP. They will see patients but will seek advice if necessary.
Students will be in their final years of training to become a doctor and are therefore not qualified. They will see patients independently but the patient will always be seen by a doctor or nurse as well. This is an invaluable part of medical students training and hope you will agree to see one of these students if asked.
